Do you have a French voice set as your primary voice, and is your primary voice selected rather than a rotor voice?
VoiceOver only does the automatic language switching if you are using your primary voice. I do not think it really matters if the primary voice matches your language. I know for me with an English voice as Primary, if I open something that was written in French or German, it uses the French or German voice...
